In 2009, the Tobacco Control Act established the Center for Tobacco Products within the FDA, and gave it the authority to regulate tobacco products.

As a result, the Trump Administration will now be permitted to reinterpret a provision of federal immigration law to deny immigrants green cards if they are expected to use government assistance programs, or become a "public charge."
