Ranking Members Krishnamoorthi and Garcia Demand Secretary Kristi Noem Testify on DHS Killings, Unlawful Detentions, Systemic Abuse, and Out of Control Operations Like 'Midway Blitz'

WASHINGTON — Today, House Committee on Oversight and Government Reform Ranking Member Robert Garcia (D-CA) and Subcommittee on Health Care and Financial Services Ranking Member Raja Krishnamoorthi (D-IL) called on Oversight Chairman James Comer (R-KY) to immediately schedule a public hearing requiring Department of Homeland Security Secretary Kristi Noem to provide sworn testimony on deadly enforcement actions, unlawful detentions and deportations of U.S. citizens, and a documented pattern of abuse under her leadership.

“To Democrats and Republicans, it is readily apparent that her gross mismanagement of one of the federal government’s most powerful agencies has left communities shattered, Americans dead or injured, citizens unlawfully detained and even deported, and federal agents encouraged to engage in aggressive tactics,” the Ranking Members wrote in their letter. “Over the past year, DHS has carried out raids across the country that have detained U.S. citizens, violated court orders, and even deported Americans. These actions have brought violence to communities around our country.”

The letter highlighted the January 7, 2026, killing of Renee Good, a U.S. citizen and mother shot by an ICE officer in Minneapolis, and condemned DHS leadership’s response in the immediate aftermath.

“In the wake of these shocking abuses, Secretary Noem and the Department have responded to public outrage with blatant lies. For example, hours after the tragic shooting death of Ms. Good, Secretary Noem declared that Ms. Good had attacked ICE officers and attempted to run them over—a conclusory statement that is devoid of the truth and has been debunked by eyewitness accounts and video analysis.”

Beyond the Minneapolis shooting, the Ranking Members cited a broader record of systemic misconduct, writing, “Under her leadership, the Department has deployed tear gas against our constituents, undermined the legal immigration system by detaining asylum seekers at their own court appointments, and recorded the highest number of immigration detainee deaths in nearly 20 years.”

The letter notes that Oversight Democrats have repeatedly sought Secretary Noem’s testimony, including a unanimous Democratic vote on January 7, 2026, to subpoena DHS regarding Ms. Good’s killing. As the Members state. The Ranking Members concluded the letter by making clear that continued refusal will trigger compulsory action and called upon Chairman Comer to schedule voluntary testimony.
