Congressman Raja Krishnamoorthi Introduces the No Disrupting Accountability (NDA) Act to Prevent President Trump’s Personal Non-Disclosure Agreements from Silencing White House Whistleblowers

March 20, 2018

Washington, DC — Congressman Raja Krishnamoorthi of the House Oversight Committee today introduced the No Disrupting Accountability (NDA) Act in response to a report that the President Trump may be using non-disclosure agreements to block employees of the Executive Office of the President from becoming whistleblowers if they witness any wrongdoing.

"If this report is accurate, the non-disclosure agreements President Trump is forcing administration officials to sign could prevent them from alerting the public to illegal or unethical conduct in the White House," said Congressman Raja Krishnamoorthi. "Even though these agreements would likely prove unenforceable, the threat of legal retribution and costly court battles could have a chilling effect on the public's knowledge of wrongdoing. My legislation would clarify that any non-disclosure agreements signed by White House employees do not cover actions protected by federal whistleblower law. Congress has a duty to perform oversight of the Executive Branch, and this bill will ensure that White House officials with knowledge of malfeasance will not be afraid to come forward."
