Congressman Krishnamoorthi Applauds Committee Passage of 2023 Intelligence Authorization Act, Including Multiple Provisions He Championed

WASHINGTON – On Wednesday, the House Intelligence Committee approved the Fiscal Year 2023 Intelligence Authorization Act, which featured multiple provisions that were authored by Congressman Krishnamoorthi, including an assessment of global food insecurity resulting from Russia's invasion of Ukraine, an assessment of the priorities of the Intelligence Community with respect to STEM fields and the personnel necessary to address such priorities, and a provision directing an Intelligence Community assessment of Russia's gray zone assets.

"I'm glad to see the Fiscal Year 2023 Intelligence Authorization Act passed out of our committee today," said Congressman Krishnamoorthi. "The IAA will provide the necessary resources and tools that our Intelligence Community needs to protect America and our allies and partners. I'm proud to have led the way on multiple provisions included in this bill that will strengthen our national security, improve our workforce, and bring us level with our competitors in the global markets."

Congressman Krishnamoorthi was responsible for securing the following provisions that were included in the Fiscal Year 2023Intelligence Authorization Act:

  • Assessment On Impact of Russian Invasion of Ukraine On Global Security: Requesting an assessment of global food insecurity resulting from Russia's invasion of Ukraine, including the potential for political instability as a result of such food insecurity; the implications for national security; and a description of which regions are at greatest risk of such food insecurity. Also includes assessment of whether Russia has taken intentional steps to cause a global food shortage, and an assessment of whether Russia, China, or any other foreign actor has the capability to weaponize food supply or cause disruptions in global food supply to serve geopolitical purposes.
  • Requirements and Assessment On Workforce Needs of Intelligence Community Relating to STEM Fields and Related Areas: Requests an assessment of the priorities of the Intelligence Community with respect to cybersecurity and other STEM fields, and the personnel necessary to address such priorities.
  • Russian Gray Zone Assets Assessment: This provision, based on the SUPPORT Act, which Congressman Krishnamoorthi coauthored, directs an Intelligence Community assessment of Russia's gray zone assets, opportunities for holding such assets at risk to influence Russian behavior, and the potential risks and benefits of seizing such assets.
