2024 Community Project Funding Requests

Rep. Krishnamoorthi has submitted funding requests for important community projects for Illinois’ 8th Congressional District to the House Appropriations Committee. 

Under guidelines issued by the Committee, each Representative may request funding for projects in their community for fiscal year 2024 – although only a handful may actually be funded.  Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. 

In compliance with House Rules and Committee requirements, Rep. Krishnamoorthi has certified that he, his spouse and his immediate family have no financial interest in any of the projects he has requested.

Project Name: Boys & Girls Club or Elgin, Boys & Girls Club Elgin Clubhouse Transformation

  • Proposed Recipient: Boys & Girls Club of Elgin

  • Description of Request: This project would include updating security features throughout the Clubhouse, including additional and upgraded security cameras, updated security doors with buzzer and any additional security measures that are needed. Creating a trauma-informed Clubhouse that is neurodiverse friendly and inclusive. established “zen dens” or sensory rooms at all of our existing Club locations. We would like to be able to use sensory elements into every single room at the Elgin Clubhouse. This would include suitable lighting that can be modified based on the needs in the room, acoustical ceiling tiles and floors that dampen sound for a for comfortable and tolerable program environment, and additional sensory tools and inclusive program space and equipment to meet the needs of all members and staff. As we aim for the greatest impact in the areas of workforce development and plan to create a clubhouse that is intentional and teen-driven. This would include updated increased access to broadband technologies for teens who do not have access at home. Furniture, paint and layout would all be updated to reflect the needs and interests of our teen members. Our café would be updated. A Career and Workforce Development Center would be constructed to enhance the programming opportunities and would help enable richer partnerships with workforce partners, as well as other teen-focused programming in areas of citizenship, leadership and mental health. All of these updates would create a space for all teens who need a place to belong and to thrive.'

Project Name: City of Elgin, Lead Service Line Replacement

  • Description of Request: Elgin has 13,500 households in the oldest areas of the city with lead water service pipe lines. The cost for replacing the lead service lines from private and public property is $140 million. The city has initiated programs to replace approximately 900 lead service lines annually at a cost of $14 million. Low-to-moderate income households are being targeted for the first phases of the replacement program.

Project Name: City of Rolling Meadows, Park Street Storm Sewer Improvements

  • Description of Request: Flood mitigation work at intersection by installing new storm water pipe system that outfalls to the stream behind Kimball Hall Elementary. Improvements include a bioswale, HMA roadway reconstruction, curb and gutter replacement, new structures, structure adjustments, drainage improvements, water main installation, parkway restoration, and other miscellaneous items of work.

Project Name: City of Wood Dale, Water Distribution Master Plan

  • Description of Request: The City's infrastructure is reaching the end of its useful life and upgrades are needed to serve the growing needs of the City. These upgrades include but are not limited to water main replacement and pump station improvements. The impacts of this project will include a reduction in loss of water, better system pressure, and an overall better water delivery to the residents. The replacement of this water main would reduce or eliminate costs associated with water main breaks or leak repairs (staff time, equipment, materials, overhead, etc.).

Project Name: Cook County Department of Transportation and Highways, Central Road: Barrington Road to Huntington Blvd.

  • Description of Request: This project will rebuild Central Road to modern standards and provide a new off-street shared-use path. Reconstructing the roadway with the addition of a multi-use path creates a better connection between public goods and services such as the Barrington Road and I-90 Pace bus stop or the Paul Douglas Preserve trails in the Cook County Forest Preserves. The project also supports the Bell Works redevelopment of the former AT&T site in Hoffman Estates. The shared-use path will also provide safe travel for bikes and pedestrians to the existing Hoffman Estates network of bike/pedestrian sidepaths and other regional trail networks such as the Poplar Creek Trail.

Project Name: Fox River Valley Public Library. Dundee, Illinois, 8th Congressional District.

  • Description of Request: Improving the Dundee Library (built in 1974) for better access and safety, as well as code compliance. Increase the sustainability of the building by replacing roof, replacing HVAC, upgrading elevator for ADA compliance, and adding a sprinkler system.

Project Name: Habitat for Humanity of Northern Fox Valley, Net-Zero Affordable Homeownership Development, Carpentersville, Illinois, 8th Cong. Dist.

  • Description of Request: Habitat for Humanity of Northern Fox Valley is planning a 13 single family home, net-zero development in Carpentersville. The net-zero homes will feature solar panels, battery storage systems, energy efficient windows, heat recovery ventilation and LED lighting. The homes provide low-income families homes.

Project Name: New Itasca Fire Station, Itasca, Illinois, IL-08

  • Description of Request: This project will provide a new fire station to serve the north side of town to combat service delays due to the Canadian Pacific-Kansas City Southern train merger. Funding will go towards the construction of a new fire station and it is anticipated that the project will begin breaking ground at the end of 2023. Disbursed funds will go towards the completion of building construction. The Itasca Fire Protection Department is confident that this funding will help them complete the project and provide vital public services to their community. They are also confident that they will complete the project within the identified project period.

  • Description of Request: Funding will provide for the buildout of a state-of-the-art industry leading training center, which will allow the training department to provide the highest quality education and training to up and coming technicians, and to develop and maintain a state-of-the-art industry educational program that will ensure students and employees have the required knowledge and skills to repair vehicles and equipment throughout the industries, at little to no cost to the student.

Project Name: Poplar Creek Public Library, Building Improvements

  • Description of Request: The library has a large size banquet hall, meeting rooms, and a children's section that are all used for educational and workforce development and community events. This project would improve the building by updating carpeting, replacing an outdated and energy inefficient electrical system, replacing outdated and inefficient sewer and storm pumps, sealing exterior building concrete, replacing the roof, replacing rubber tiles in the Children's area, and making much needed elevator repairs. The project will allow citizens of Illinois 8th Congressional District to more fully utilize the library and participate in the community events and activities offered there. The library is confident that upon receipt of funding they will have the project completed within the 1 year time limit. The project also has strong community support.

Project Name: Village of Hanover Park, Sanitary Sewer Lift Rehabilitation

  • Description of Request:  The rehabilitation of six (6) sanitary sewer lift stations in the Village of Hanover Park. All six lift stations are original to the development of their respective neighborhoods and while they have received appropriate maintenance, all are at the end of life. This request is to rehabilitate these six lift stations to prolong their life for the next fifty years. A sanitary lift station conveys domestic and industrial sanitary sewer to a higher elevation to allow for low-cost gravity to the sanitary treatment plant.

Project Name: Village of Pingree Grove, Waste Water Treatment Plant (WWTP) Upgrades Project. Pingree Grove, Illinois, 8th Congressional District

  • Description of Request: The Village of Pingree Grove seeks to upgrade the existing wastewater treatment facility to meet the growing needs of the community. Upgrading the facility will double the capacity of the plant from 1 MGD to 2 MGD in average flow to serve the growing community. The estimated population of the Village is over 10,000 residents, an increase of 400% over the last 15 years. The improvements that are proposed will have a dramatic effect on the water quality that is contributed to the Fox River Valley Watershed, which impacts downstream residents from Elgin to Cairo.

Project Name: Village of Roselle, Municipal Campus Improvements, illinois 8th cong. dist.

  • Description of Request: The project is the result of a collaboration between the Village, Library District, Park District, and downtown merchants to create a new public outdoor space in the post-pandemic world that would serve an important role in supporting and expanding existing Village programs, arts, and events as well to attract customers to downtown businesses. This Project includes the final design and construction of Petal Plaza, which is an inviting outdoor space that can be used all year for events and community gatherings within the Municipal Campus. The Project includes: sodded turf areas, a stage, seating and signage, new concrete walkways, a porch, new landscaping and planting areas, reconfigured parking lot and streetscape, and custom overhead canopy/lighting.

  • Description of Request: The Village would like to submit the request for a new sanitary sewer lift station on Granville Street in our residential area. The existing lift station is 60+ years old and maintenance costs are no longer an effective way to band-aid a larger problem.
